REGULAR MEETING OF THE BOARD OF TRUSTEES
October 29, 2019—2:00 p.m. District Office—42800 Ivy Street

Chair McConnell, Trustee Vollbrecht, Trustee Seymour, Trustee Wolter, Trustee Penko, District Manager Baker, District Secretary Ross. District Secretary Ross was absent
- Approval of Agenda
A motion to approve the Agenda was made by Trustee Penko, seconded by Trustee
Seymour. Motion carried 5/0.
- Public Comments
At this time, members of the public are invited to address the Board concerning any items not on the agenda, but within the jurisdiction of the District. Members of the public may address the Board on agenda items when those matters come up for discussion.
Jesse Ruger with Ruger Construction gave an update on the room addition for the office. An approved set of plans will be required by the city to move forward with the project. We will act on this next month.

A motion to approve the consent calendar was made by Trustee Wolter, seconded by
Trustee Penko. Motion carried 5/0.
- Action Item
- Policy and Procedure Manual
Recommendation: To discuss and approve editing ideas from General Manager and the Board of Trustees. This month will focus on Section 2 VI. Pages 36-40.
After discussion no major findings were made. Many of our findings will be reviewed by General Council once the entire manual has been reviewed.
- Grasshopper Lawn Mower
Recommendation: To discuss purchasing a new grasshopper lawn mower.
After discussion the Board agreed we should receive one more quote before we make our decision on which mower to purchase.
General Manager’s Reports
- General Manager’s Administrative/Operations Report
Nothing added to the Managers report by the Board
- Investment Accounts
The board would like to hear from two investment banks that would like to handle our
accounts. This may be tabled till next year.
- Target Solutions
Some Board members and the Manager will be required to complete Ethics and
Harassment Training by January 1, 2020.
- Solar panels on adjacent field
Trustee Penko requested a discussion about the solar panels. There has been some
complaints by our surrounding neighbors about the panels. Trustee Penko informed
us the panels should be removed within 90 days.
- General Counsel Reports
- Trustee Reports
Trustee Vollbrecht requested the peace trees be brought to the historical society in
November. Depending on growth rate the antique roses may be brought as well.
- Future Trustee Agenda Items
The Board is requesting action to form an Ad Hoc/Personnel Advisory committee to assist the General Manager “as needed”. The committee will probably consist of two board members.
- Closed Session
At November’s board meeting we will discuss dates for December Christmas party and our regular board meeting.
